State-owned company PT Jasa Marga is expecting to launch three new toll roads by the end of this year, falling short of its initial target of five new highways.
The three toll roads are the Nusa Dua–Ngurah Rai–Benoa toll road in Bali, the Kebon Jeruk–Ciledug section in West Jakarta and the Ungaran–Bawean section in Central Java.
The company previously planned to complete construction on the Gempol–Pandaan toll road and the Krian–Mojokerto highway, both in East Java. Land clearing problems, however, disrupted the plan.
“Land clearing for Gempol–Pandaan project has reached 99 percent but we are facing difficulties in completing the remaining 1 percent. We have also been forced to delay the completion of the Krian–Mojokerto road due to land clearing issues,” said Jasa Marga president director Adityawarman after the company’s annual shareholders general meeting on Monday.
Adityawarman said Jasa Marga targeted to complete the two East Java toll road projects in the first quarter of next year.
Meanwhile, Jasa Marga is continuing its works on the three toll roads targeted to be completed this year. The company is working on a 10-kilometer Nusa Dua–Ngurah Rai–Benoa highway in Bali, which is partly being built above the sea. Adi-tyawarmand said the Bali toll road would begin operations before the Asia-Pacific Economic Cooperation (APEC) Summit slated for October.
The second toll road to start operations this year is the 7.8 kilometer Kebon Jeruk–Ciledug section, which is part of the Jakarta Outer Ring Road (JORR) W2 North connecting Kebon Jeruk, West Java and Ulujami, South Jakarta. The remaining 2-kilometer Ciledug-Ulujami section, however, has not been completed due to land clearing problem.
“We are working on it and hope to operate the Ciledug–Ulujami section in the first quarter of 2014. We want to see that all sections in the west JORR are connected to each other,” Adityawarman said.
Another toll road to start operations this year is the 12-kilometer Ungaran–Bawean section, which is part of Semarang–Solo highway in Central Java.
Jasa Marga has a total of nine projects under construction. Jasa Marga finance director Reynaldi Hermansjah said the company had spent Rp 850 billion (US$87.4 billion) in the first quarter of the year, mostly to support the projects. The spending was part of the company’s Rp 7 trillion capital expenditure this year. Jasa Marga, along with its subsidiaries, now operates 545 kilometers toll roads, about 73 percent of total highways in the country.
The company saw 292.6 million vehicles pass through its toll road during the January to March period of the year, increasing by 5.4 percent from the same period last year. The company is expecting to see up to 1.28 billion vehicles pass through its highway by year’s end.
“Our toll road earnings reached Rp 1.4 trillion in the first quarter and we are expecting to book around Rp 6 trillion by the end of the year,” Reynaldi said, adding that the full-year estimated earnings was calculated based on increasing toll fees in 11 sections.
Adityawarman said that the company
estimated a slight increase in the number of vehicles passing its toll roads in
the Greater Jakarta area as highways had reached their full capacities. He said
the average growth of traffic in the country would be only around 5 percent and
that the company’s achievement in the first quarter would exceed its
estimation.
